I don't know why Microsoft state that "Here you'll also find the option to have Microsoft Edge ask where to save each file before downloading" because that is simply not the case.
As you have already discovered. There is no option for this. I appreciate that it is irritating to be asked what to do with each download, but you're asking for the option for Edge to ask you where to save each download by default, which means that if we could set that option, you would need to interact with Edge each time you downloaded a file to choose the destination of where to download your file to.
Which is exactly what you have to do now with the current setting. Currently, you click "save as" and choose the destination. If we could set Edge to ask you each time, you would likely have to still click "save as" and choose the destination. There would be little, if any difference between the two ways.
I think both ways would still require a couple of mouse clicks to achieve. It's just annoying that an option that is supposed to be there is not present.
I would encourage you to fill out this short form and tell them then you would like to see the option of where to save a file to. This feedback is listened to and you can help mould how Edge evolves and what options are available in future releases. I hope this at least offers some hope for the future for this option.
